Staffordshire and Stoke-on-Trent Shadow Integrated Care System – Independent Chair

Overview

Thank you for your interest in the role of Independent Chair for Staffordshire and Stoke-on-Trent Shadow Integrated Care System. We are an ambitious system with plans for service and system change over the next five years to improve the health and wellbeing of our local people through high quality care delivered in a sustainable way. Our system represents a joint commitment demonstrated by NHS and local authority partners to transform the way we provide health and care across Staffordshire and Stoke-on-Trent.

ICSs are a critical part of the biggest national move to integrating care of any major western country. They are entirely dependent on a collaborative approach to leadership and a willingness on the part of the organisations involved working together by operating through a Partnership Board.

You will lead the next stage in our evolution towards ICS status, enabling and galvanizing the work of system leaders to maximise the benefits of collaborative working, shared decision making and effective governance. Ensuring system transformation principally through the implementation of the local version of the Long Term Plan in its post-Covid form you will improve leadership culture by creating an environment of collaboration and partnership working where people will role model positive values and behaviours in working across organisational boundaries. An ambassador of the ICS to the local community and NHS Region, you will contribute to and influence national policy development and act as an advocate for the system with MPs.

Specifically, you will chair ICS Board meetings, ensuring that improved health outcomes for the population of Staffordshire and Stoke-on-Trent are at the heart of every action and decision made. They will ensure that the behaviours of all colleagues and partners are in line with ICS values and that these are upheld in all meetings and in everyday life.

Integrated systems require distinctive leadership skills and a unique strategic perspective that may differ significantly from traditional ways of leading health and care organisations. To be successful in the role you will need to be adaptive, comfortable within a dynamic environment and seek to influence. You will be person-centred, inclusive, co-productive, altruistic and consensus seeking. Your long-term view will be focused on transformation of the whole system, horizontal and multidirectional, place-based and primarily accountable to people and communities.

These traits will be underpinned by deep knowledge of Health and social care and the broader public sector, and specifically of complex public service systems and state of the art of system-wide partnership arrangements. You will have spent significant time in a Board level role in a complex, large-scale organisational context, either within the NHS, the broader Public Sector and/or the Independent sector.
